
A new GI Bill in the U.S. House would guarantee a full-ride scholarship to any in-state public university, along with a monthly housing stipend, for those who serve the military for at least three years. The veterans education measure would add an additional $51.8 billion over the next decade to the $183.8 billion war funding bill.
House Democrats propose funding the new GI Bill through a one-half percent income tax surcharge on incomes above $1 million for couples. Individuals would pay the surcharge on adjusted income exceeding $500,000.
If the Senate went along with the surcharge, it's expected that President Bush would veto the measure because it represents a new tax.
